The USPS 2020 shipping rate changes are in place across all shipping services and went into effect January 26, 2020. Overall, rates increased for most products, weights, and zones. We’ll go over changes to the most popular USPS shipping services including Priority Mail, First Class Package, Flat Rate, and Regional Rate. Following 2019’s major structural changes, it appears that the 2020 rate changes are pretty straightforward.
USPS 2020 Shipping Rate Changes Highlights:
- Priority Mail rates increased for most packages by an average of 3.0 percent, a much lower increase than the 2019 rate increase of 6.2 percent.
- Priority Mail Express increased by an average of 2.2 percent.
- Last year, First Class Package service saw a major change in rate structure, going to zone-based pricing, which led to a very high average rate increase of 11.9 percent. The 2020 First Class Package rates aren’t seeing as substantial an increase, but went up an average of 2.2 percent.
- First Class International rates increased by an average of 9.9 percent, a substantial increase compared to 3.9 percent in 2019.
- Priority Mail International rates saw an increase of 6.0 percent, while Priority Mail Express International is only increasing 2.0 percent.
- On June 23, 2019 the USPS extended dimensional weight (DIM weight) to Priority Mail, Priority Mail Express, and non-lightweight Parcel Select for packages larger than one cubic foot, with the DIM weight divisor changing to 166 (Get a full breakdown of dimensional weight here). There aren’t any further rate changes in 2020 with respect to dimensional weight.

USPS Priority Mail Flat Rate boxes and envelopes are integral shipping services for many online sellers thanks to their simplicity, availability of free packaging, and competitive rates, regardless of package weight or destination. Large Flat Rate boxes saw the most substantial rate increase at 70 cents.

Priority Mail is the core parcel shipping service for USPS. It’s a versatile shipping service that is used to ship millions of packages each day.

USPS First Class Package 2020 Rate Changes
First-Class Package service has been the most popular and cheapest USPS service to ship packages under 1 lb. In 2019, this service saw a major change to the pricing structure. Many merchants navigated the changes smoothly, though it certainly made shipping with First-Class Package Service more complicated and expensive for small and medium-sized businesses.
An important element to note is that the First-Class Package Service rates for packages going to Zones 1 & 2 and weighing 1 to 4 oz will be increasing by 3.01 percent. This is a jump from last year, as the rates stayed the same from 2018 to 2019. This is among the highest increase among weights and zones in this shipping method and will affect many merchants who ship lighter packages nearby.

The same is also true for First-Class Package International Service. Group 1 pricing for First-Class Package International service increased by an average of 20.80 percent, substantially more than nearly every other pricing group other than Pricing Group 3 (21.73 percent).

Regional Rate Shipping 2020 Rate Changes
Regional Rate service is a less-used but useful shipping service. This method lets you ship using preset boxes you can order online, and the rate is cheaper when shipping short distances. Both Regional Rate Box A and B rates increased across all zones. Regional Rate shipments are mainly designed to be shipped to Zones 1-4, and that is certainly reflected in the Zone 9 increases below.

Parcel Select Ground 2020 Changes
Last year, Parcel Select was the only service where we saw numerous rates decrease. That’s not the case this year, as rates increased across the board by an average of 2.5 percent for Parcel Select. We’ve used an example of a 5-pound package to show the changes across zones for Parcel Select shipping rates. Note that this is a much slower service and doesn’t come with the benefits that Priority Mail comes with. Those added benefits often make Priority Mail worth paying the slightly higher rates.
